" A Bill to amend and reenact §17B-2-3a of the Code of West
Virginia, 1931, as amended; and to amend and reenact §60A-4-406
of said code, all relating to creating criminal offenses
associate with juvenile safety; making driving while using a
wireless device a primary offense for persons under the age of
18, and imposing other restrictions on a graduated drivers
license; and making the delivery of controlled substances within
150 feet of a school bus stop while children are present a
crime."
